Joy Bland is responsible for leading quality for Magellan Complete Care and providing leadership, strategic planning and program outcomes for assigned national initiatives. She providers direction and leadership of a comprehensive quality program that has well-defined processes and uses performance measurement as the foundation for quality and operational improvements. Quality programs under Ms. Bland are programs are comprehensive; inclusive of medical, behavioral and long-term services and supports benefits; compliant with state regulations, contracts and accrediting bodies; and are proactive and member centered. As a member of the senior clinical management team, she participates in the development and implementation of organization-wide plans, goals and objectives.
Prior to joining Magellan, Ms. Bland was regional vice president of clinical quality management of Anthem, Inc., responsible for all quality functions of Anthem Blue Cross California’s Medi-Cal business. In a short time, Ms. Bland improved HEDIS results to 94% of measures being above performance requirements. She also developed and launched a provider incentive program, launched text messaging for members and led clinic days for homeless members.
Ms. Bland has a Bachelor of Science in Healthcare Administration from the University of Phoenix, a Master of Arts in Negotiation and Conflict Resolution from California State University, and a Doctor of Behavioral Health from Arizona State University. She has maintained several licenses and certifications as a Registered Nurse and a Case Manager.
